Salary at hiring will be dependent on the applicant's education, experience, and training.&nbsp;</p><br><strong><em><u>Work Schedule:</u></em></strong> Monday through Friday, 8:00 a.m. to 5:00 p.m.<br><br><strong><em><u>Required Attachments for Application:</u></em></strong><ul><li>Cover Letter</li><li>Resume</li></ul><p style="margin: 0 0 0.0001pt;"><strong><em><u>Job Summary:</u></em></strong></p><p style="margin: 0 0 0.0001pt;">Under direction, performs a variety of professional accounting duties; maintains the City's automated accounting systems; reviews accounting records for accuracy and completeness; prepares financial statements and special reports; completes special analyses and projects; and assists in the financial audit.</p><p style="margin: 0 0 0.0001pt;">&nbsp;</p><p style="margin: 0 0 0.0001pt;"><strong><em><u>Scope of Responsibility:</u></em></strong></p><p style="margin: 0 0 0.0001pt;">Incumbent is familiar with department operations and is able to work with minimal assistance. Working under general management guidance, incumbent sets precedent within limits and administers operating rules and procedures. &nbsp;Incumbent solves complex problems by applying business approaches in new ways and recommends new alternatives to resolve problems. &nbsp; Incumbent frequently interacts with other City employees and outside vendors to provide detailed procedural explanations.</p><p style="margin: 0 0 0.0001pt;"><strong>Accounting Duties</strong></p><ul style="margin-left: 0; margin-bottom: 3pt;"><li>Maintains and reconciles a variety of ledgers, reports, and accounting records; examines and corrects accounting transactions to ensure accuracy; prepares journal vouchers to adjust and correct errors in accounting records; performs month end, fiscal year end, and calendar year end accounting system processing.</li><li>Monitors and balances various accounts verifying availability of funds and classification of expenditures; researches and analyzes transactions to resolve problems in accordance with generally accepted Accounting Principles for governments.</li><li>Provides financial and budgetary planning assistance to City departments; provides technical assistance and training to City staff in matters related to software modules as well as accounting, payroll and budget principles and practices; assists in analyzing accounting, grants, and other procedures; recommends improvements in forms and procedures used.</li><li>Maintains and updates the City's fixed assets records and schedules; balances to general ledger; establishes, deletes, and reviews pending assets; generates depreciation entries.</li></ul><p style="margin: 0 0 0.0001pt 0.25in;">&nbsp;</p><p style="margin: 0 0 0.0001pt;"><strong>Financial Reports</strong></p><div style="margin: 0 0 0.0001pt;"><ul style="margin-bottom: 3pt; margin-left: 0;"><li style="margin: 0 0 0.0001pt;">Prepares and analyzes a variety of fiscal reports, statements, and schedules; prepares new year, mid-year, and year end reports; ensures timely preparation and submissions of various reports.</li></ul></div><p style="margin: 0 0 0.0001pt;">&nbsp;</p><p style="margin: 0 0 0.0001pt;"><strong>Budget &amp; Audit Process</strong></p><ul style="margin-bottom: 3pt; margin-top: 0;"><li style="margin: 0 0 0.0001pt;">Reviews department and City budget figures.</li><li style="margin: 0 0 0.0001pt;">Recommends appropriate budget levels based on items and needs addressed.</li><li style="margin: 0 0 0.0001pt;">Tracks and monitors budget levels.</li><li style="margin: 0 0 0.0001pt;">Performs analysis of the budget.</li><li style="margin: 0 0 0.0001pt;">Assists with budget estimates and preparation of budget document.</li><li style="margin: 0 0 0.0001pt;">Assists with annual audit; coordinates and prepares working papers; answers technical questions, prepares the comprehensive Annual Financial Statements.</li></ul><p style="margin: 0 0 0.0001pt 0.25in;">&nbsp;</p><p style="margin: 0 0 0.0001pt;"><strong>Departmental Duties</strong></p><ul style="margin-left: 0; margin-bottom: 3pt;"><li>Administers and maintains the City's automated accounting systems and modules; assumes responsibility for file maintenance including system controls, codes, and user profiles and security; troubleshoot and resolve operational problems; modifies software to City's procedures and policies and requests program modifications as necessary.</li><li>Identifies opportunities for improving service delivery methods and procedures; develops and implements accounting and fiscal control systems and procedures; reviews, develops, and modifies accounting methods to improve existing procedures, ensures conformity to policy, and increases effectiveness; ensures compliance with sound accounting practices and applicable regulations.</li><li>Analyzes financial data in order to recommend program changes and advise and develop program and policy options for City management.</li></ul><p style="margin: 0 0 0.0001pt;">&nbsp;</p><p style="margin: 0 0 0.0001pt;"><strong>Performs other duties as assigned.</strong></p><p style="margin: 0 0 0.0001pt"><strong><em><u>Required Qualifications & Skills:</u></em></strong></p><ul style="margin-bottom: 3pt; margin-top: 0"><li style="margin: 0 0 0.0001pt">Bachelor’s degree with major course work in accounting or a related field</li><li style="margin: 0 0 0.0001pt">Three (3) years of professional, general, or governmental accounting experience</li><li style="margin: 0 0 0.0001pt">Must be able to pass a Federal and State criminal background check</li></ul><p style="margin: 0 0 0.0001pt"> </p><p style="margin: 0 0 0.0001pt"><strong><em><u>Preferred Qualifications & Skills:</u></em></strong></p><ul style="margin-bottom: 3pt; margin-top: 0"><li style="margin: 0 0 0.0001pt">CPA certification, or</li><li style="margin: 0 0 0.0001pt">Meeting the minimum eligibility requirements for the CPA exam</li></ul><p style="margin: 0 0 0.0001pt">Work is a normal office environment.  Requires moderate physical effort, moving between 5 and 25 pounds.
